A very well-known verse is Proverbs 16:33. Here it is from the KJV: "The lot is cast into the lap; but the whole disposing thereof is of the Lord."
One gets the idea
from a cursory reading of this verse that ONLY the disposing of the lot (for the sake of simplicity and understanding I'm call it "the dice" in this video) is of the Lord. That's because it's STATED to be of the Lord. The false assumption is that, because the casting is not stated to be of the Lord, therefore the casting (or throwing) of the dice is an independent human action.
Those who love the false concept of "limited free will," noticing the lack of a STATED divine sovereignty in the first clause, lend a freedom of movement to it. This is an illogical assumption based on an ignorance of absolute truth.
In Scripture, simply because an event or action is not STATED to be "of the Lord,"
in no way implies that it ISN'T of the Lord. Why? Because EVERYTHING is of the Lord.
2 Corinthians 5:18—"All is of God"
Romans 11:36—"All is out of, through, and into God"
Acts 17:25—"God gives to all life and breath and all"
Acts 17:28—"In Him we live and move and are"
In Proverbs 16:33 (the second clause), God simply wants to emphasize the outcome. But we also must understand that, because of these other verses (stating absolute truth), the casting of the lot is just as much dictated by God as the outcome. It's simply that one is stated to be of the Lord and one is not.
I found an example of this in Paul's letter to the Corinthians that will assure you, once again, that just because God's sovereign control is not formally announced, doesn't mean it has left town.
